Known bugs/issues:

Underneath the turbines is empty space. I don't know what keeps the real ones in place anyway.

1: Install this mod:

3: Using OpenIV with Edit Mode enabled, add it to "E:\SteamLibrary\steamapps\common\Grand Theft Auto V\mods\update\x64\dlcpacks\custom_maps\dlc.rpf\x64\levels\gta5\_citye\maps\custom_maps.rpf\"
