Move the folder CLEO and data to the folder of the GTA SA. Add the folder contents gta3.img in gta3.img of your GTA SA
(Use o Alci's IMG Editor to do this)
Installation with ModLoader:
Just extract the mod folder ( New building in Las Colinas ) within the ModLoader folder.

To add a building or anything like that, it takes you to create lines in archive .IDE and .IPL and in some cases add lines in gta.dat, and model the building, summarizing is something very boring, bad after you learning is cool.
Yes, I know add new interior in the game, I just did not find it necessary in this mod.
