This is a mod I made myself took me 3 weeks to makes this there isn't one anywhere on the internet if you see this uploaded anywhere else without my name on it then someone stole my mod. I made this in zbrush and textured it myself.

If you want the PlayerPED to work with EFLC you have to download this mod http://www.gta4-mods.com/player/eflc-compatibility-mod-updated-f16137

READ THIS
For now on expect both playerped and ped mods also you will be using ped skeleton so all Niko upper clothing will not work this is not a bug just make sure you use the clothing you start off with. Also, the player.wft will not be compatible with other playerped mods by other modders so be sure to backup that file.

INSTALLATION
Ped Instructions:

1- Open Open IV and Open componentpeds.img
2- Replace the ped you want

Download open iv then open Open IV go to models cdimages componentped afterwards go to top click edit mode then the green plus add files done

Player Instructions:

1- Open Open IV and Open playerped.img
2- Replace the files with the ones inside the rar
