surf_utopia_v3 fully ported to GTA:SA (Original map by Panzerhandschuh)

This map is meant to compliment the ZHalfLife mod by Zolika1351, as you are fully able to surf just like in any source engine game! Mod requires moonloader for teleport and speedrun timer.
