The peoples of San Andreas are paying a ransom to Viper gang members. People called it as "Black Tax". If some person couldn't pay that ransom, That person would be killed by Vipers. But a civil male have killed two of Viper Black Tax Collectors. Now Vipers are going to kill his entire family.
