SAMP doesn't allow modifying HANDLING.CFG by replacing the HANDLING.CFG with its own.
What this mod does is editing the current HANDLING.CFG being used. so it doesn't matter if SAMP replaces it or not.
Basically, HANDLING.CFG is only locked when you're loading in to the game, and not when you're playing.

@TakumiYsf This is originally a mod for singleplayer made by ZZPuma, I simply made it work on SAMP.
